Ethnic Media Outreach Grants

A joint venture of the California State Library and the California Commission on Asian and Pacific Islander American Affairs (CCAPIA), this grant program aims to build public awareness of the Stop the Hate Program administered by the California Department of Social Services, which provides support and services to victims and survivors of hate incidents and hate crimes and facilitates hate incident or hate crime prevention measures. Grants are awarded to ethnic media outlets and collaboratives serving communities that are historically vulnerable to hate incidents and hate crimes.

The goals of the Ethnic Media Outreach Grant funding are to:

  • Increase awareness of the Stop the Hate program and the services provided.
  • Boost the use of services by survivors.
  • Educate and engage communities about hate incidents and hate crimes.
  • Reduce stigma surrounding the reporting of hate incidents and hate crimes.
  • Promote community healing and cross-cultural and cross-racial collaboration.

“Crimes targeting victims because of their race or ethnicity, nationality, religion, sexual orientation, gender or a disability have no place in the state of California. These grants will increase awareness of the valuable services provided by the Stop the Hate Program, reduce stigma surrounding the reporting of hate incidents, and promote community healing.”

Highlights from Grantees and Projects

Alenteshar Newspaper has produced and distributed monthly print and digital newsletters, delivering comprehensive information on the history of hate crimes, legal perspectives, survivor stories, and where to find resources for support and reporting. Articles and stories appeared in the newspaper focusing on hate crimes and related issues and were written to resonate with and address the challenges faced by immigrants and refugees, Middle Eastern and North African communities, and religious minorities.

Alianza Metropolitan News created Alianza Contra el Racismo or Alliance Against Racism, including print/digital newspaper, radio, podcast, and video content that features stories from the Hispanic/Latino community.

East Bay Sanctuary Covenant has produced Radio B’alam Mayan Voices, community engagement, Stop the Hate web, and social media resources for the Latinx, Maya Mam, and LGBTQ+ communities.

Heyday/News from Native California created a comprehensive “Stop the Hate” Resource Guide containing statistical information on how “hate” typically manifests and affects Indigenous Californians. The Guide also includes a list of resources and services for Indigenous people organized by specific need, including legal support, advocacy, LGBTQI, community safety, and mental and physical health. The guide contains links to and descriptions of several CDSS Stop the Hate grantees, as well as a link to CA vs. Hate, so that readers can learn more about how to report hate incidents or crimes and feel less alone.

Independent Arts and Media is using the El Tímpano text-messaging platform, Independent Arts Media has spread awareness of California’s hate crime laws and resources to their growing audience of 2,500+ Latino and Mayan immigrants in Oakland and the wider East Bay.

Jannelle So Productions featured interviews with high-profile members of the Filipino community – musician EZ Mil, influencer Liane V and others – taking a stand against bullying and racism, and sharing important community resources. Additional interviews showcased  the brave faces of immigrants who have experienced hate crimes and highlighted the resources available for those in need. Jannelle So Productions reached a broader audience by airing about 50% of the interview segments in the Filipino language.

L.A. Focus produced digital newsletters, with a primary target of the Black community in Los Angeles, to provide information about the services and resources available from CDSS Stop the Hate grantees and via the CA vs. Hate program. They also organized events such as “Days of Dialog,” “Brunch for Pastors,” and multiple townhall gatherings to discuss hate incidents and share information with community members on how to report hate crimes.

MBC America produced televised outreach campaigns and the “I AM” miniseries, to educate and engage viewers in the Korean American community, especially Korean American seniors who have limited English proficiency. Additionally, their news program shed light on statewide hate crime incidents and provided information on how to access available resources.

News for Chinese delivered information about the available Stop the Hate program and resources through print, website, radio spots, and podcasts. This included a series of editorial stories featuring direct prevention and intervention services. mental health sessions, legal services, and medical services provided by CDSS Stop the Hate grantees. These stories integrated accounts of past survivors who accessed these services, with the aim to help individuals in the Chinese community relate to their own circumstances and understand that support is available.

With the knowledge that Native Hawaiian and Pacific Islander communities tend be oral based, PolybyDesign discussed  Stop the Hate topics, such as reducing the stigma of reporting hate incidents and crimes, and shared important resources through its podcast and social media platforms, leading to a reported increase in community awareness about available services and programs. 

RAGE Monthly increased their monthly magazine content on queer ethnic storytelling, promotion of ethnic festivals and events, and resources available from CDSS Stop the Hate grantees. In the two months following RAGE Monthly’s issue that featured the North County (Los Angeles) LGBTQ Resource Center’s Stop the Hate Coordinator, the Center reported a 10% increase in calls and e-mails from the local community to report hate incidents or ask for support.

San Joaquin Valley Media Alliance was instrumental in publicizing the struggle to change the name of Squaw Valley (the word “squaw” is a derogative and insulting term). Their staff, newspaper, social media platforms, and radio show played an important role in the outcome, Squaw Valley has been officially changed, and that community is now called Yokuts Valley, after the indigenous people who have lived there for thousands of years.
