At the request of State Senator Joe Simitian (D-Palo Alto), the California Research Bureau (CRB) is in the process of performing research in preparation for writing a report regarding the security and privacy issues surrounding government-issued, remotely readable identification documents that utilize radio-frequency information device technologies. To accomplish that task, the CRB has established the Radio-Frequency Identification Document Advisory Panel. The Advisory Panel is an eleven person panel comprised of government officials, industry representatives and privacy rights organizations. Represented groups include organizations focused on protecting civil liberties, privacy rights, and consumer rights as well as state government, county governments, libraries, and schools. Also included is a representative from the electronics industry, a cryptography security specialist, an electronic security specialist, and an electronic privacy attorney.
The Focus of the Advisory panel
- To provide technical advice and best practice approaches to the CRB regarding the use of radio-frequency identification (RFID) systems in their many different applications, and
- To outline the strengths and weaknesses of potential approaches to privacy and security using RFID technology
The Advisory Panel will hold their first meeting on October 31, 2007. During the first meeting Advisory Panel members will see presentations regarding the various issues and concerns surrounding the use of RFID technologies. The meeting will include time for stakeholders to testify regarding issues or options and for the public to make comments directly to the panel.
At the second meeting, scheduled for February 6, 2008, Advisory Panel participants will explore options to recommend to the California State Legislature for consideration as a viable means of ensuring the safety and security of information contained in government issued identification documents. This meeting will also include time for stakeholders to testify regarding issues or options and for the public to make comments directly to the panel.
Both meetings will be held from 10:00 a.m. to 4:00 p.m. in Room 500 of the Library and Courts Building I located at 914 Capitol Mall, Sacramento, directly across from the State Capitol building.
